SSS issues “last warning” to Amaechi, others over comments



The State Security Services, SSS, has warned the governor of Rivers State, Chibuike Amaechi, and other political office holders not to hide under the privileges of their offices to make utterances that were against the general interest of the nation.
The military had earlier upbraided the governor over his remarks justifying the decision of some soldiers to protest their lack of equipment in the fight against Boko Haram.
The governor has also been criticised by the government over his comments warning of consequences if the 2015 elections are rigged.
In a statement issued by the spokesperson of the SSS, Marilyn Ogar, on Monday in Abuja, the Service warned that such utterances would no longer be tolerated.
Ms. Ogar said the attention of the SSS had been drawn to inciting and unguarded statements and utterances by some politicians ahead of the 2015 general elections.
She added, “Of particular interest is the statement of a serving governor calling on men of the armed forces to rise up in protest against constituted authority.”
The spokesperson said such were made with the intent to undermine the government of the Federal Republic of Nigeria.
“Such actions are irresponsible, selfish and against our collective wellbeing as a nation,” she said. “It is noteworthy that similar unguarded provocative statements by politicians in the past had encouraged violence that resulted in loss of innocent lives and property. It is pertinent to note that no Nigerian is above the laws of this land.”
According to her, the statement served as a last warning to those seeking to truncate the nation’s democracy by their careless and mischievous utterances and urge them to retrace their steps immediately.
“This Service and indeed all security agencies will not rest on their oars and are committed to the successful conduct of the 2015 general elections in Nigeria,” she added.

Giada De Laurentiis's marriage is now on its way to being officially over.
The celeb chef and restaurateur's husband, Todd Thompsonn, filed for divorce Tuesday, less than 24 hours after she revealed that they had been separated for months.
To be exact, according to the petition filed in Los Angeles Superior Court, their date of separation was July 15 after 11 years and two months of marriage.
Thompson, who has not commented separately on the split, cited irreconcilable differences as the reason for the breakdown of their union. The fashion designer has also asked that the court not have the jurisdiction to award his future ex-wife spousal support, noting that the division of their assets is to be determined.
He and De Laurentiis tied the knot on May 25, 2003, and are parents to 6-year-old daughterJade Marie De Laurentiis Thompson.
"After an amicable separation since July, Todd and I have decided to end our marriage," De Laurentiis wrote on Facebook yesterday. Elechi lays N80.017bn budget before House of Assembly


Governor Martin Elechi of Ebonyi State yesterday presented N80, 017,929,870 budget estimate for the 2015 fiscal year to the State House of Assembly.
This year’s appropriation was N5, 617,004,102 or 6.55 per cent lower than the downward revised budget of N85, 634,933,972 for 2014 fiscal year.
While presenting the budget estimate to the House, Elechi said N39, 991, 977,780 representing 47.48 per cent of the budget was appropriated for recurrent expenditure while the capital expenditure has a provision of N42, 025, 952, 090 stabilization fund inclusive, representing 52.52 per cent of the budget.
The budget code-named “Budget of Transition and Fulfillment” has a National budget appropriation of N54, 486, 296,040 which represents 68.09 per cent of the state budget for 2015, which accounts for statutory allocation of N36, 000, 0000, 000, VAT N8,500,000,000, share of augmentation, N1, 000, 000, 000, Non-oil revenue, N2, 184, 703, 690, share of SURE-P N2, 340, 000, 000, reimbursement from bond ISPO, N1, 461, 592, 350, Reimbursement from FGN N1, 00, 000, 000 and grants N2, 000, 000, 000.
He stated that the state government intended to increase her tax revenue in the 2015 fiscal year by diversifying into numerous untapped tax revenue sources, which he said was in tandem with the fiscal and monetary policies of the National Government.
The governor noted that the plan of increase in internally generated revenue became imperative consequent upon the Federal Government’s de-emphasis on oil revenue and the expected economic meltdown in the 2015 fiscal year.
Elechi said the recurrent expenditure of N6, 903, 381, 430 was proposed for personnel costs of N11, 391, 265, 000 for overhead cost, while N5, 782, 830, 400 was for grants to higher institutions as well as N13, 942, 312, 460 meant for consolidated revenue fund charges. The governor added that the Economic sector had the highest budget with N24, 022, 394, 920, with Works and Transport having the highest allocation of N6, 637, 618, 975 followed by Water with the sum of N4, 859, 049, 920 while subsectors shared N12, 526, 026, 025.
In social sector, Education subsector has the highest provision of N2, 077, 015, 000 while Health subsector followed with N2, 147, 100, 000 while other subsectors within the social sector will share N1, 510, 500, 000.
Elechi further said his government would continue to strive to ensure transparent financial husbandry and would give his best to the people whose interest we have committed himself to serve, saying that there had been a show of understanding between the executive, legislative and the judiciary.
Meanwhile, the budget presentation was delayed for three hours from scheduled time of 12 noon to 3pm after a closed door meeting between the governor, deputy governor and Assembly members which lasted for 3 hours for possibly resolving the crisis rocking the Assembly in the recent times.

Nigeria abstains from voting as UN blocks action on Palestinian statehood

Falling short of the required number of positive votes and faced with a veto from one of its permanent members, the United Nations Security Council today failed to adopt a draft resolution that would have affirmed the “urgent need” to reach within 12 months a peaceful solution to the situation in the Middle East and would have paved the way to a Palestinian state with East Jerusalem as its capital.
The draft also outlined several parameters for the proposed solution – with a one-year deadline for negotiations with Israel and a “full and phased withdrawal of Israeli forces” from the West Bank by the end of 2017 – and would have looked forward to welcoming Palestine as a full UN Member State within the 12-month timeframe, urging both parties to build trust and negotiate in good faith.
Eight of the Council’s 15 members ( Argentina, Chad, Chile, Jordan, Luxembourg,  France, China and Russia) voted in favour, one fewer than the nine members needed to pass a resolution in the absence of a veto by any of the Council’s five permanent members – China, France, Russia, the United Kingdom or the United States.
Nigeria, Lithuania, South Korea, Rwanda and Britain abstained from voting. Nigeria had earlier voiced support for the Palestinian cause.
While the resolution failed to receive the required majority among members, the United States also opposed the text, a move that would have seen the draft fail to pass.
Following the vote, Samantha Power, Permanent Representative of the US to the UN, stressed her country’s support for new ways to constructively support both parties in achieving a negotiated settlement.
“This resolution is not one of those constructive steps,” she said, adding that the draft set the stage for “more division, not compromise.”
The vote set-up a “staged confrontation” that did not contribute to a peaceful resolution of the Palestinian question, especially as the text was “deeply imbalanced”, establishing “unconstructive deadlines.”
Five Council members abstained from the vote, including the United Kingdom, whose representative, Mark Lyall Grant, said he supported much of the draft’s content but was disappointed by the lack of negotiation and had therefore abstained.
“The Security Council has once again failed to uphold its Charter duties,” said Riyad Mansour, Permanent Observer for the State of Palestine, who said the draft was tabled in the face of a political impasse caused by “Israeli intransigence.”
Israel’s representative said the opposite was true, with the Palestinians having “every chance to negotiate.” Having refused to engage, they had now tabled their “preposterous unilateral proposal,” and he warned his Palestinian counterpart that he could not “agitate and provoke” his way to a State.
The representative of France voted in favour, calling on the Council to be a positive actor, “not a theatre,” and noting his support for a “clear timetable” on peace negotiations. The other remaining permanent members also voted in favour of the draft, with Russia’s representative, Vitaly Churkin, regretting the Council’s failure to adopt, and China’s representative, also stating his deep regret.
María Cristina Perceval, the representative of Argentina, said explanation of her affirmative vote was “unnecessary” and lamented the Council’s failure to adopt the text, while Chad’s representative, Mahamat Zene Cherif, current Council President, said the draft was “balanced and moderate” adding that the Council had “once more missed a date with history”, sending a negative message that encouraged continuation of occupation, injustice and oppression.
The Council, he said, had missed an opportunity give the Palestinians “a ray of hope” after direct talks yielded almost nothing.

Sad: Man arrested for defiling daughter, nine


Officers of the Ogida Police Division in Egor Local Government Area of Edo State have arrested one Osaro for allegedly defiling his nine-year-old daughter in Benin, the state capital.
The mother of the victim told our correspondent that ‎her husband had pushed her out of their apartment at about 8pm on Christmas Day and locked her two daughters inside the room, after a misunderstanding, before defiling one of them.
She explained that the nine-year-old victim had told her the next day that her father had canal knowledge of her after locking her (the mother) outside their room.
She also said that the 45-year-old suspect had threatened to kill her when she tried to physically examine her daughter.
“On Christmas Day, he drove me outside at about 8pm‎ and was alone inside with the children.
“The next day, my daughter told me what he did to her. When I wanted to examine my daughter, he beat me up but neighbours intervened,” the woman said.
‎It was, however, learnt that the suspect had earlier feigned repentance after allegedly having canal knowledge of his 17-year-old step-daughter.
But the victim told our correspondent that her father had victimised her severally and restrained from raising an alarm by covering her mouth.
‎The Police Public Relations Officer‎, DSP Joseph Edoigiawerie, however, stated that the matter was under investigation.

PHCN: FCT consumers decry increase in electricity tariff


Some electricity consumers in the Federal Capital Territory on Tuesday decried the recent upward review of electricity tariff by the Nigerian Electricity Regulatory Commission.
NERC on December 23 approved a review of the Multi Year Tariff Order regime, with a takeoff date of January 1, 2015.
The commission’s Chairman, Dr Sam Amad, said the review was expected to improve service delivery as distribution companies would implement their investment plans for metering and strengthened networks.
He explained that the adjustment in methodology was not expected to result in increased tariff on residential customers on R1 and R2, who would form majority of electricity consumers in the next six months.
The consumers on the other hand, told the News Agency of Nigeria that there was no basis for the increase.
According to them, the power situation had not improved since the unbundling of the sector.
A civil servant, Mrs Carol Sule, said that she was not comfortable with the increase in electricity tariff as power supply had not been commensurate with the bills paid by consumers.
“Definitely, no consumer will be comfortable with the increase more so that electricity supply has not improved.
“The increase in the tariff is not the problem, but has electricity supply improved, when 90 per cent of businesses in the country are running on generators,” she said.
She noted that the power situation had deteriorated even with the purported privitisation of the sector for efficient delivery.
“Electricity supply in Nigeria has been steadily creeping and crawling; Nigerian consumers pay so much for the units of electricity they do not consume.”
Sule said she now paid N12,000 as against N3,000 four years back on electricity consumed in her two-bedroom apartment.
A civil servant, Mr Anthony Umonye, queried the rationale behind the review since electricity supply had yet to improve.
“The review of electricity tariff is inline with the power sector act but is it really commensurate with service delivery,” he said.
According to Umonye, consumers will willingly pay the new rates if service delivery will improve with the increase in tariff.
An energy consultant, Mr Sam Chukwu, said that the regulator must ensure that distribution companies provide the necessary infrastructure in place before the upward review of electricity tariff.
“There is no stability in the supply of electricity; the regulator must mandate distribution companies to ensure that the needed infrastructure are in place to supply constant electricity,” he said.
Chukwu said that the provision of infrastructure by distribution companies was a condition precedent for the review of electricity tariff in the country.

Zamfara Govt. proposes N92.8bn for 2015 budget


The Zamfara Government has proposed a budget of over N92.8 billion for the 2015 fiscal year as against the over N114.8 billion budgeted for the out going 2014. NAN reports that the budget proposal was presented to the state House of Assembly on Monday in Gusau in a special session presided over by the Speaker, Alhaji Sunusi Rikiji. Presenting the proposal, Gov. Abdulaziz Yari said the decrease of about 19 per cent in the 2015 proposed budget was due to the current economic challenges facing the country. Yari said the estimates, tagged a budget of consolidation, would focus more on completion of ongoing projects by the current administration and would also give more emphasis on health, water resources and social sector. The governor said that N50 billion and N42.8 billion were for recurrent and capital expenditures respectively. Yari restated the state government’s commitment to continue to execute the projects that would provide the needed social infrastructure to the people of the state. He extolled the existing cordial relationship between the state government and the legislative arm of government. He also commended the state lawmakers for the support, cooperation, and understanding given to the executive and judicial arms of government. Responding, the Speaker, Alhaji Sunusi Rikiji, promised speedy passage of the budget, to sustain the laudable programmes and policies of the state government.

FG Unveils New ICT Framework for Women, Youths




The Federal Government has unveiled a new Information and Communication Technology (ICT) paradigm that would lead to a greater number of women and youths having unhindered access to IT knowledge for wealth creation and improvement of their socio economic well-being.

A statement signed by Hajia Hadiza Umar on Tuesday in Abuja on behalf of  the Director General of the National Information Technology Development Agency (NITDA), Mr. Peter Jack, said the process involves making available infrastructure that would enable women and youths have easy and strategic access to e-commerce, e-government, e-education and e-society, infrastructure.
Jack restated the agency’s commitment to using ICT tools to create over 1.2 million jobs in two years with the proposed 200,000 community digital access centres across the country with a triangular business model to cater for corner shops, internet access centres and business centres.

According to him, the effective use of ICT knowledge is becoming the most critical factor for rapid economic growth and wealth creation, and for improving socio-economic well-being and for Nigeria to be globally competitive in the 21st century.
He said: “A critical factor would be government’s ability to harness knowledge potential using ICT. With over 140 million people all together, females’ constituting about 49 percent and one-third of Nigeria’s population below 25 years old.”

Senate withholds NIS recruitment tragedy report


According to punch: Nine months after the Senate Committee on Interior submitted its report on the investigation of the March 15, 2014 tragedy that attended the recruitment by the Nigeria Immigration Service, the upper legislative chamber has refused to release the findings of the panel.
No fewer than 21 people reportedly died during the stampede that occurred at the NIS recruitment centres across the country.
The Minister of Interior, Mr. Abba Moro, who hails from the same local government area with the Senate President, David Mark, was widely accused of being responsible for the poor conduct of the nationwide aptitude test for the Nigerian job seekers.
The Senate on March 18, following persistent public outcry, directed its Committee on Interior to conduct a public hearing to unravel the remote and immediate causes of the stampede at the NIS recruitment centres.
The committee was to report back to the chamber within two weeks to enable it to take appropriate action that would discourage such recklessness during future exercises.
However, more than nine months after the committee, led by Senator Abubakar Bagudu, concluded investigations and submitted its report to the Senate, the leadership of the upper chamber had remained silent despite calls for deliberation on the report.
There were insinuations that the report of the panel might have been secretly implemented when President Goodluck Jonathan, about seven months ago, directed that three family members of each of the deceased applicants should be offered slots in a fresh Immigration recruitment exercise.
However, the committee empanelled by the President had yet to comply with the order while the controversy over the payment of hospital bills of the victims was yet to be cleared as the interior ministry was accused of failing to fulfil its promise to settle the bills.
Moro had at the Senate investigative hearing admitted his negligence in the NIS recruitment exercise.
The Benue-born minister had said, “With regards to the ill-fated day, I cannot abdicate responsibility; the buck in the entire exercise ends on my table.”
The Secretary of the Civil Defence, Fire Service, Immigration and Prisons Board, Mr. Sylvester Tapgun, and the Comptroller General of the NIS, Mr. David Parradang, who testified before the panel, accused Moro of unilaterally contracting the exercise to the consultant, Messrs Drexel Technology Nigeria Limited.
Parradang had said that he protested the recruitment modalities by suggesting staggering of the exercise to be held in applicants’ state of origin, while the payment of N1000 for forms should be discouraged but that the minister did not listen to him.
Senate Leader, Victor Ndoma – Egba, and the Chairman, Senate Committee on Rules and Business, Senator Ita Enang, who spoke with our correspondent on the issue on Monday said the report had not been swept under the carpet.
Ndoma – Egba said all reports before the Senate would be treated whenever they were presented for consideration.
Enang also assured members of the public that all legislative businesses pending before the Senate would be attended to before the expiration of the 7th Senate in June next year.
Meanwhile, apart from the report of the NIS recruitment saga, our correspondent learnt that the Senate Committee on Police, which investigated the teargas attack on Senator Magnus Abe by the police had yet to submit its report to the upper chamber.
Other reports, like the Electoral Act Amendment Bill, Petroleum Industry Bill, Review of the 1999 Constitution and treatment of the 2014 National Conference report are all pending before the Senate.

missing air asia plane: Indonesia searchers find 'debris'


Search teams say they have spotted unidentified debris in the Java Coast amid hunt for missing AirAsia Flight QZ8501.



Indonesian officials have said that three pieces of unidentified debris sighted off Kalimantan coast in the Java Sea is likely to be from missing AirAsia jet.
"The debris is red and white," Djoko Murjatmodjo, acting director-general of air transportation at the Transportation Ministry, told reporters. "We are checking if it's debris from the aircraft. It's probably from the body of the aircraft."
Flight QZ8501 went missing after air traffic controllers lost contact with the aircraft about 45 minutes after it left Juanda international airport at Surabaya in East Java at 5.20am on Sunday (22:20 GMT Saturday).
Shortly before disappearing, AirAsia said the pilot of the plane had asked permission from air traffic control to change course and climb above bad weather in an area noted for severe thunderstorms.
The search for the plane carrying 162 people, is now in its third day.
The airline said most of the passengers on board Flight QZ8501 were Indonesians, with three South Koreans and one person each from Singapore, Malaysia, Britain and France.
The aircraft was operated by AirAsia Indonesia, a unit of Malaysian-based AirAsia which dominates Southeast Asia's booming low-cost airline market.
AirAsia said the missing jet last underwent maintenance on November 16. The company has never suffered a fatal accident.

The rapper claims himself as well as Beyonce and Kanye West are “the last of a dying breed” (which many has since disagreed) In an interview with Nylon magazine, Wayne also spoke about needing weed for inspiration, his love for music, his writing process and many more.

On weed:
“I don’t know how it works, but I know that I need weed… extra when I’m creating. It helps in a major way.”
On his 2013 seizures:
“I don’t remember anything about the experience. I don’t mean to sound bad, but it wasn’t no life-changing thing. I shot myself when I was 12. I grew up in Hollygrove. I’ve seen way worse.”
On his love for music:
“All I am is music. That’s all I do and all I know, 366 days a year, 25 hours a day, eight days a week. This is my life and what I breathe. This isn’t something I do. It’s who I am.”
On his writing process:
“I’m just a regular street nigga that’s a little smarter than the rest. I rap whatever comes up in my head. Whatever rhymes with the next word and how I’m feeling. I start rapping and we find something within what I just said and make a song out of it.”

People’s opinion about my failed marriage is their business – Ini Edo


Amidst speculations on why her marriage broke up, Ini Edo is keeping mute on what really happened. Encomuim reports that , their split was fueled by the misunderstanding over the multi-million naira Lekki mansion she acquired recently.
Ini Edo’s estranged husband, Ehiagwina, insisted the house should be jointly owned by the two of them being a couple. She refused ,prompting him to call it quit and relocate to Ghana where he eventually found a new love whom he is perfecting plans to wed soon.
When asked to confirm it, she told the magazine this month……
“Let me be frank with you, I have not spoken with anybody concerning the break-up of my marriage.  And I am not going to say anything about it. It’s my past and I have put it where it belongs.  So, let it remain like that.
“I don’t care whatever people might have said or written as the cause of the break-up, that’s their business.  I have not granted anybody any interview and I won’t do that.  It’s my private life, you guys should please let me be.”
